FBI Raids 22 Businesses in Minnesota Fraud Probe, Including Infamous ‘Quality Learing Center’

On April 28, 2026, federal agents from the FBI and Homeland Security Investigations executed 22 court-approved search warrants across the Minneapolis–St. Paul area as part of a wide-ranging investigation into alleged multi-billion-dollar fraud in social services programs, particularly child care and Medicaid providers.

The raids targeted businesses largely linked to the Somali-American community, including multiple day care centers accused of fraudulently billing for services that were not provided. Sources familiar with the operation confirmed that the warrants focused on child care facilities registered with the state but allegedly claiming payments for care never delivered to children.

One of the most prominent locations raided was the Quality Learning Center (publicly known for its misspelled sign reading “Quality Learing Center”) in south Minneapolis. The center gained national notoriety in late 2025 after conservative YouTuber Nick Shirley released videos highlighting alleged widespread fraud at Somali-run day cares in the Twin Cities. The facility reportedly closed in early January 2026 shortly after the videos surfaced. Federal agents were seen removing evidence from the site on Tuesday morning.

The operation is part of a long-running federal and state probe into misuse of taxpayer-funded programs. Allegations have centered on inflated or fictitious billing in child care assistance, adult day services, and other safety-net programs. The scandal has drawn significant political attention, including congressional hearings earlier this year and criticism of state oversight.

No arrests were reported during Tuesday’s raids, which authorities described as evidence-gathering actions in an ongoing investigation. State officials, including those from Governor Tim Walz’s office, confirmed participation by state agents.

The raids come amid heightened scrutiny of fraud in Minnesota’s social services sector, where critics have long alleged lax oversight allowed systemic abuse of federal dollars. Federal authorities have described the effort as part of a broader crackdown on waste and fraud in welfare programs. Further details on specific charges or individuals are expected as the investigation continues.
