The plan was drawn up by the SF African American Reparations Advisory Committee after two years of work. Some details of the proposal include payments of $5 million each for black residents of the city, $97,000 of universal basic income for 250 years, and houses for $1 for black families. There is no framework to actually pay for the plan if it goes into effect. However, an economic group says that it would take $600,000 per non-black family in San Francisco to fund the plan.
